The Portaltermico reopens at 12:00 on April 13, 2026 for direct access applications. Private individuals, businesses, Third Sector Entities and Public Administrations may apply. As anticipated in our previous circular on Conto Termico 3.0, the mechanism incentivizes energy efficiency interventions and thermal energy production from renewable sources. For businesses, the preliminary request function remains available. The reopening also entails deadline extensions for applications expired during the suspension period.

Operational access methods

Access to Conto Termico 3.0 occurs through three alternative methods. The first is direct access via reporting within 90 days of intervention completion. The second is booking, reserved for Public Administrations in specific cases. The third is simplified request for generators up to 35 kW and solar systems up to 50 sqm. This applies to components present in the GSE domestic appliance catalogue.

Businesses must mandatorily submit preliminary request before work commencement. The request must include information on company size, project description with start-end dates, location and cost list. The requested aid type must also be indicated. Interventions must concern buildings existing as of December 25, 2025, equipped with heating system. Only new or refurbished, properly sized equipment may be used.

Contribution intensity and requirements for businesses

Base contribution is up to 65% of expenses incurred. The rate rises to 100% for buildings in municipalities up to 15,000 inhabitants used by PA. It also applies to public schools and National Health Service healthcare facilities.

For photovoltaic interventions combined with heat pumps, increases are provided. Modules must be made in EU and registered in ENEA photovoltaic technology registry. Increases are: 5% for modules with 21.5% efficiency, 10% for cells with 23.5% efficiency, 15% for bifacial cells with 24% efficiency.

Businesses have more stringent requirements. Title II interventions must guarantee primary energy demand reduction of at least 10%. For multi-intervention the minimum reduction rises to 20%. Verification occurs through ante and post intervention APE. Installations of fossil fuel equipment, including natural gas, are excluded.

Intensities for businesses start from 25-30% for Title II and 45% for Title III. They are increasable for small-medium enterprises, Southern Italy location and energy improvements beyond 40%. Maximum limit is 30 million euros per single business and intervention.

Documentation and disbursement procedures

For Title II interventions on thermal insulation, energy diagnosis and APE are mandatory. Same obligation for transformation into nearly zero-energy buildings. It also applies to interventions on buildings with heating systems exceeding 200 kW nominal. PA can request advance contribution for preparatory diagnosis drafting.

Disbursement occurs in single installment if total incentive is up to 15,000 euros. Otherwise it is divided into constant annual installments from 2 to 5 years. Duration depends on intervention type and system power. PA in booking procedure receive advance at work commencement, intermediate installment and final balance. In direct access they receive single installment.

Incentives are not cumulative with other state incentives. Exceptions are guarantee funds, revolving funds and subsidized interest contributions. For PA buildings used by administrations, cumulability is admitted up to 100% of eligible expenses.
