Starting from March 31, 2025, companies will be required to take out insurance policies covering damages caused by catastrophic events. This provision, introduced by the 2024 Budget Law and regulated by Ministerial Decree no. 18 of January 30, 2025, aims to ensure financial compensation in case of natural disasters by sharing the risk between the State and private entities.
Obligated entities
- Companies with registered office in Italy or permanent establishments in Italy of foreign companies
- Entities registered in the Business Register
- Agricultural enterprises are excluded (Article 2135 of the Civil Code)
Covered assets
The policy must cover damages to tangible fixed assets, including:
- Land and buildings
- Plants and machinery
- Industrial and commercial equipment
Excluded are assets with building violations, those already covered by other insurance policies, and current assets.
Insured events
- Earthquakes
- Floods
- Landslides
- Inundations
- Overflowing of water bodies
Contractual conditions
- Premiums calculated proportionally to the risk and territory
- Deductible borne by the company: maximum 15% of the damage, up to 30 million euros of insured sum
- Coverage limits: 100% of the insured sum up to 1 million euros; 70% between 1 and 30 million euros
Deadlines
- March 31, 2025: general deadline to take out the policy
- December 31, 2025: deadline for fishing and aquaculture companies
Sanctions
Non-compliant companies may be excluded from public contributions, subsidies, or benefits, even in the event of catastrophic events.
