New call for Ligurian businesses: grants to support industrial, manufacturing, and bioeconomy projects

From July 1 to October 30, 2025, micro, small, and medium-sized enterprises (SMEs) with a local unit in Liguria will be able to apply for a new rolling-call grant scheme aimed at supporting innovative projects in the industrial, manufacturing, and bioeconomy sectors. The application process, which opens offline starting June 12, 2025, is designed to fund initiatives aligned with the European and National Bioeconomy Strategies, promoting the recovery and valorization of organic waste and by-products from production processes.

Eligible Beneficiaries

SMEs, individually or in association, with headquarters or a local unit in Liguria, operating in the industrial, manufacturing, or bioeconomy sectors.

Eligible Projects

Line A – Interventions on the production cycle:

  • Rational use of raw materials
  • Recovery and reuse of industrial waste and by-products
  • Production efficiency and waste reduction
  • Product disassembly and recyclability
  • Extension of product life

Line B – Intangible interventions:

  • Life Cycle Analysis (LCA) and environmental impact assessments
  • Company circularity assessment
  • Life Cycle Costing (LCC)
  • Communication of environmental performance
  • Environmental certifications
  • Waste management systems compliant with “end of waste” regulations

Projects may include only Line A interventions (with prior LCA or impact assessment), only Line B (with mandatory LCA or impact assessment), or both.

Eligible Expenses

  • Construction and plant engineering works
  • Machinery and equipment, including second-hand (min. €500)
  • Consulting services
  • Software, patents, licenses, know-how
  • Indirect costs (up to 7%)

Incentives

  • Non-repayable grant: 50%
  • Subsidized loan: 50% at a 1.5% interest rate, repayable over 8 years
  • Eligible expenditure: between €25,000 and €350,000

The grant is awarded under the de minimis regime and cannot be combined with other state aid for the same expenses.

Constraints and Deadlines

  • Only one application per company
  • Projects can be started from July 27, 2024
  • If not yet started, the project must begin within 30 days of grant approval
  • Completion within 18 months
  • Retroactive expenses are eligible

Disbursement

Subsidized loan: disbursed in a single advance payment within 60 days of approval.

Non-repayable grant: 40% advance payment upon reaching 40% of total expenditure; balance paid after project completion and reporting.

  • Technical and economic report with timeline and LCA or environmental impact report
